Correct. Let me add that committing to tizen-distro should be hardly ever needed. When someone wants to modify recipes contained in it, either do it upstream (meta-openembedded, openembedded-core, meta-tizen) or modify the Tizen-specific .bbappend files (meta-tizen/meta-tizen-adaptation) in those cases where changes to upstream recipes are not suitable.
