What is the intention behind intervalNanos/nextCheckNanos in FailoverAppender?

In FailoverAppender, there are 3 member variables,
1.DEFAULT_INTERVAL_SECONDS
2.nextCheckNanos 
3.intervalNanos

What is the intention behind their use?
Can you share any documentation/reason/logic for it?
