As I said, I'd be glad to.   I started working on getting log4php working 
properly for PHP 7, as PHP5 is end of life, and no longer updated.

Where would the best place to submit code be?  I've started with a pull request 
on the GitHub mirror (which is what packagist seems to use).  The docs suggest 
adding patches to issues, but nobody seems to manage those.

Do I need to sign the Apache Contributor agreement?  I usually release my code 
as public domain or WTFPL, but I have no issue with keeping the license the 
same on contributed code.

I have no ability to clean up docs, or close issues, so I'm limited in what I 
can do there.
