Yeah, I have no problem supporting both for back compat - but I think "the
transition should appear less "optional" and "feature choice" like".
External just seems like a configuration. Perhaps something more along the
lines of zk=truth path - legacyClusterState or some such thing that doesn't
look like an option to the user, but an old mode going away.
