My WAG for this is that collate waits for the core to load, but since it's
waiting on collate to complete the core never loads and they stay stuck in an
infinite wait. My assumption for this WAG is that disabling collate allows the
core to load or having another query that does not have spell check in the XML
allows the core to load.
