at the moment, changes2html links any instance of LUCENE_CHANGES.txt that it
finds to the "current" URL for lucene's Changes.html file -- which works fine
and is semantically equivalent to the "see LUCENE_CHANGES.txt" concept in the
plain text file (if you are looking at an older version in solr/CHANGES.txt,
you have to scroll down when looking at solr/LUCENE_CHANGES.txt as well)
sarowe's idea for an improvement was to make changes2html smarter, so that
instead of always linking to the same URL, it could in theory check the version
of the section it's currently processing in CHANGES.txt, and link to _that_
version of Lucene's Changes.html on lucene.apache.org
