yeah, that WaitForState stuff is not actually related to this code and is very
confusing, but that's another issue ... for this issue, I'll post a patch
shortly but I think it should also include a check for whether the node trying
to start LIR thread is still the leader
not hitting this loop at least once is pretty bad actually, so we try to get
this into 4.10.1 IMHO
