I believe this has been announced as one of the focus items at the Lucene/Solr Revolution. Including the call to the current framework others to consider donating their libraries. The first non-Java target, I think, was C, though I have no further details. I think that it would be nice to have a mailing list specifically for the client-library maintainers, so they could all discuss impact of things like schema XML format change on their libraries.
