It may be worth considering that plugin may contain more than code. For
example, it may contain AdminUI screens, similar to those *admin-extra* files.
Elasticsearch has something like this.
There might also be some sort of dependency in there to avoid *jar rabbits*
(multiple copies of the same shaded jars). Elasticsarch does NOT seem to have
something like this.
On the positive side, a website to track the plugins and dependencies would
make for a very nice Solr demo project and would help the community actually
start contributing things as plugins, once the visibility part is solved :-)
