Looks like the problem with TestIndexReaderReopen is the test opens an IW, 
tried to queue deletes, however because there isn't an existing DWPT (at least 
when flush is called), the deletes haven't been recorded and so they're not 
applied to the index.  Perhaps we need to init DW with at least 1 DWPT?
