I've managed to get RAT to be happy locally.

To run rat on the webapp alone, enter solr/webapp and run 'ant rat-sources'.

My source files are currently mid-development, so I will submit a new 
Rat-friendly patch when get to my next milestone.

Note, rather than adding headers to all of the AngularJS files, I'm proposing 
to add this patch to lucene/common-build.xml, under the RAT, MIT license 
section:
