To be frank, why are we suddenly seeing this?
Perhaps the artifacts are just too large (hundreds of megabytes) and we should
stop trying to workaround it, instead fixing the root cause (including javadocs
in the binary release, releasing .zip files unnecessarily, etc).
Nobody wants to give here (I tried to remove stupidity here before) but the
problem is bad and getting worse.
I don't think think we should add any more retries. This conversation may not
be pleasant but it needs to be had.
