Patch. I've refactored the ZkController.upload/download methods into a new
ZkConfigManager object, which is exposed on ZkStateReader. I also took the
opportunity to update them to use NIO2. There are a few more cleanups in
ZkController that could be done here, but I'd like to keep that for a follow-up
issue.
