...smells like some third party lib has a thai lowercasing/uppercasing bug in
it. the question is does this affect the code? (ie: the broken library is in
solr and we need a good error check in solr itself w/a clean errir) or is the
bug in a library we only use for testing (in which case we just need a test
assumes)
