Again do we really need this stuff in core? Id rather it be somewhere like 
sandbox. where we can even e.g. break the compile if we must.

The problem is that this stuff is pretty confusing and messy. PayloadSpanUtil 
*never* belonged in core to begin with. Now its getting bigger and expanding to 
more classes and I don't think we should go that way.
