Attached is one possible approach. This adds a new command line tool, 
CheckHdfsIndex that builds the HdfsDirectory before passing it to the 
CheckIndex internals. This approach avoids adding a dependency from lucene to 
hdfs, leaving it only in solr, which may be more desirable than adding direct 
support in CheckIndex.
