Can you try just passing the -D sys props without the -a wrapper, ie.
{code}
bin\solr start -e techproducts -Dsolr.clustering.enabled=true
{code}
The -a isn't intended for -D args, but we still need to fix the solr.cmd script
to support it. In the meantime, you can add any additional args to the
solr.in.cmd file and they will get applied correctly.
