Patch of 14 October 2015.
No more NOCOMMITS, existing tests pass.
Still no tests to verify that matchCost() is used correctly.

Some FIXME's for the cost values used.
Improve javadoc for TermStatistics.expTermFreqInMatchingDoc.
In AssertingTwoPhaseView.matchCost() the cost should be non negative.
Small javadoc correction in TwoPhaseIterator.
