SOLR-8411 looks like a Locale bug - probably in Jetty, perhaps in Restlet.
That's not good, because now some things are broken in some Local(s).
It has the same symptoms as this issue - first request to Jetty gets a
connection reset. In it's case, it looks like that happens because our Restlet
Application fails to be setup properly at it's end point.
This issue also may be some similar failure to set something up, but it doesn't
appear repeatable by seed and does not appear to be dependent on Locale.
