SOLR-8540 is the same problem.  They said they tried docValues and it did not 
fix the problem.

Related to your attempts to replicate the problem with simple tests ... if all 
of the documents in a segment are deleted, the entire segment will be deleted, 
and the problem will disappear.  You'll need to run a test where you index 
several documents at once (so they end up in the same segment), then replace 
only *some* of those documents.  The segment will continue to exist as long as 
at least one document is not replaced.
