Ok, switched to 6_0_0 in the next patch.

JFlex 1.6.1 currently only supports Unicode 7.0, not 8.0 - [~steve_rowe], do 
you know what the jflex timeline for upgrading looks like?

I changed jflex-legacy to be a public target and ran it individually, and it 
generated public accessors like we need, so I'm still not sure what's going on, 
but we can move past it at this point. The jflex target still screws it up, 
though, so I'm going to take jflex-legacy out of it.
