    Inherit SOLR_LOGS_DIR from environment

    It is sometimes useful to override SOLR_LOGS_DIR from within a wrapping 
script; these changes make it possible while maintaining existing defaults.
    
    (This behavior already exists in the Linux shell script; this PR adds 
equivalent behavior to the Windows wrapper).

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/demiankatz/lucene-solr-1 patch-1

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/lucene-solr/pull/13.patch

To close this pull request, make a commit to your master/trunk branch
