Setting {{q.op=AND}} or {{mm=100%}} should result in exactly the same behavior.
The fact that setting {{mm=0}} passes the test could be a coincidence more than
a general workaround, perhaps an issue of the order things are done in the
code. Would be interesting to see which code path is executed with
{{q.op=AND&mm=0}} though...
[~erickerickson] We can add more general tests in SOLR-8926.
