unregisterCore needs a better guard against under-referencing, since it can be
called from the outside.
A caller could call unregisterCore enough times to make coreRefCount negative,
offsetting a positive stateWatchers.size() and prematurely removing.
Might even be advisable to throw an exception here on under reference.
