Hi Nikola,
That's great you are interested in submit a proposal for gsoc this year.
Proposal submissions are still open until next 8th (check GSOC timeline at the
website). It means you can submit a proposal to any project or even suggest
your own project (in this case the community will need to accept it as a gsoc
project).
There is already a proposal for this project, but feel free to submit another
one. To raise your chances of getting into gsoc this year, I would suggest you
to apply to a project with no candidates yet, check the Lucene projects here:
