{[ZkSolrResourceLoader#openResource}} added retry logic in SOLR-8662 .
We can add similar retry logic to {{ZkStateReader#readConfigName}} or revisit
SOLR-8067 .
I'm going to do some research and reply with how I plan on tackling it
