Next batch, cutting over the following tests:
* AliasIntegrationTest
* AsyncCallRequestStatusResponseTest
* CollectionReloadTest
* CollectionStateFormat2Test
* MigrateRouteKeyTest
* AsyncMigrateRouteKeyTest (folded into the above)
* RulesTest
It also:
* adds static methods to CollectionAdminRequest to help creating collections
using the default config, and collections using the implicit router
* adds getCoreStartTime to the CoreStatus object
* adds a method to MiniSolrCloudCluster to expire the ZK connection to a
specific jetty
