Log into the Apache Jira. You may need to create an account. https://issues.apache.org/jira/browse/SOLR Once you're logged in, click the red Create button at the top of the page. Use the left side of the button, not the dropdown arrow on the right. Choose the SOLR project if it's not already selected. Make it an "Improvement" issue. Select the latest version for "affected version" (should be 6.3 right now) and do not fill in the "fix versions" field. The "components" field has a choice for CDCR. Enter a detailed description. The rest of the fields can be left alone.
