Maybe instead of a new method on IW, this is a new tool (eg 
oal.index.UpgradeIndex)?  That tool would create IW w/ a custom 
UpgradeMergePolicy that rewrites all segments (or only segments not matching 
current format, but often that would presumably be all segments).
