Be careful here. See SOLR-5287, particularly Uwe's comments on 3-Nov-13 and 
following on that JIRA. Allowing someone to upload arbitrary files  with 
XML/XSL has security implications. For the functionality you mention, the 
zipped files could be anything. I can't claim to understand the details, but 
before putting the work into it we should check this out.

Stefan and I had this _brilliant_ idea to allow editing schema and config from 
the UI that...er...wasn't so brilliant.
