Description:
{{solr.cloud.wait-for-updates-with-stale-state-pause}} is by default 2.5
seconds and it controls how long the follower waits for updates on leader (see
SOLR-7141).
[~mihaly.toth] is proposing to change it to a lower value so
- tests getting faster (10% of improvement based on first measurements)
- less falkyness by timeouts on distributed tests.
