Two other JIRA issues (SOLR-10576, SOLR-10577) are about restricting the
buckets of a field facet by regex, or by explicitly listing the values. But
there are other ways one may want to modify the list of which buckets may be
returned.
- exclude a set of buckets by regex
- always include a specific set of buckets, even if they don't make the normal
top-N
