When CoreAdmin CREATE is called and core.properties already exists, the
resulting error message is not informative to somebody who is not familiar with
CoreAdmin internal operation.

C:\Users\sheisey\Downloads\solr-6.5.1\server\solr\fooas another core is already
defined there
