This allows the build tools to better do checks, as it's somewhere where common's glob patterns match. Here is example about how to use the rat-sources special properties, also using the recommended tools dir layout: https://github.com/apache/lucene-solr/blob/master/lucene/analysis/common/build.xml This should make some automatism work.
