Today, we have different mechanisms to assign replicas to nodes
# the default
# rules based replica placement
# policy based replica placement
different commands such as add-replica, add shard, create collection etc uses
different code paths to assign replicas to nodes. it should be refactored to
unify all this into a single method, if possible
