I've made the corresponding change to bin/solr.cmd as Anshum suggested, and I 
took a stab at a small ref-guide section for {{assert}} as well.  I'd view the 
ref-guide section skeptically, but it's at least something to build off of if 
people don't like it.

Tests and precommit pass.
