[~erickerickson], the release notes for 6.6.1 indicate a bunch of changes in 
that version on the creation, loading, and reloading of cores.  Those changes 
look like yours.  With all the current and past work you've done on core 
loading, I think you're in the best position to understand the code.

The problem I have reported on this issue isn't a "real" problem, because it 
doesn't affect usability at all, just logging ... but 6.6.1 seems to have a 
separate (and very real) problem.
