No, nor is there any consensus on what should be done. For SolrCloud, the 
process has been resolved for creating _collections_, but for stand-alone Solr 
you have to put the configurations "in the right place" to create a core with 
the core admin API.

For that matter, the create core API has never been broken, it's worked as 
expected. The question is whether that expectation should be changed.
