Hi [~dsmiley], yes,
 it is basically to give the client the ability to do the formatting server 
side given appropriate request parameters.

Solr already gives the chance to operate date queries and faceting based on 
time zone[1], so I was thinking it can be nice to also be able to return the 
results accordingly.
