Summary: Add integrate Stream Evaluator

Now that we have *splines* and *derivatives* it makes sense to add
*integration*. The *integrate* Stream Evaluator will perform a Romberg
Integration (https://en.wikipedia.org/wiki/Romberg%27s_method) given a spline
and min and max values.
