deprecated top-level {{<highlighting>}} syntax in {{solrconfig.xml}} in favour
of {{<searchComponent>}} equivalent syntax.
The {{SolrConfig.java}} code to read the top-level highlighting syntax _seems_
to be gone but {{HighlightComponent.inform}} itself still supports
{{SolrHighlighter}} {{PluginInfo}}.
This ticket is to formally deprecate the old syntax from Solr 7.3.0 onwards and
to stop supporting it from luceneMatchVersion 7.3.0 onwards.
