* Step 1: identify and remove existing unnecessary {{\{@inheritDoc\}}} use e.g.
via IDE tooling or {{git grep -C 1 inheritDoc}}.
* Step 2: change {{ant validate}} so that precommit fails if/when any new
unnecessary {{\{@inheritDoc\}}} are introduced.
