SOLR-11181 unintentionally removed the implicit maven artifact publishing from
target {{validate-maven-artifacts}} (it previously depended on
{{generate-maven-artifacts}}, which handles publishing when the appropriate
sysprops are set).
We should add {{generate-maven-artifacts}} back as a dependency of the
{{jenkins-maven-nightly}} target.
