[~varunthacker] We really can't let every node listen to, get notified and 
update the state of every single collection if we want to scale to 10000's of 
collections. So, this was a deliberate design choice

The following code snippet would fetch the state and parse it irrespective of 
whether the state is updated.  It should download the changed state  only if 
the znode version is changed
