Spinoff from SOLR-11670. {{TimeSource.getTime()}} and {{getEpochTime}} return
values in nanoseconds, which may be confusing. As suggested by [~dsmiley]
renaming them to {{getTimeNs}} and {{getEpochTimeNs}} would reduce the
likelihood of using their values in situations where milliseconds are expected.
