Disk free requirements for Collection APIs are not enforced if autoscaling
policy is not present. But as long as the user is not using the old replica
placement rules framework, we should ensure that disk free requirements are
respected. It should not matter whether there is a policy or not. A new cluster
with default cluster preferences should have these protections in place.
