I use these queries to build query parsers and I am specifically thinking of an 
unordered near and how I can prevent it from matching the same term.  I can't 
think of any situation where a user would think {{NEAR(a, a)}} would match 
documents with a single {{a}} and if we can't get that by default I would like 
a way to explicitly prevent it myself.  Spans have the same issue as well, see 
LUCENE-3120.
