In general, we make changes to master.  Then we backport to the current stable 
development branch.

The current stable development branch is branch_7x.

If there are any releases currently underway or due to be underway shortly, and 
the release manager for that version agrees with the change, the change MIGHT 
be backported to a more specific branch, such as branch_7_3.

At some point in the future that has not yet been determined, we will create 
branch_8x from master and begin the process of releasing 8.0.0.  At that point, 
work on branch_7x is likely to stop.
