Apache has detection in place that will block IP addresses that have too many
authentication failures, or make a huge number of requests to web servers in
the Apache infrastructure. You may have gotten blocked. Or the Internet
connection you were using might have some problems.
To check whether you are blocked and to get unblocked, get in touch with the
Infrastructure team. They will expect you to deal with the problem coming from
your IP address before they will unblock it.
