I wonder if tlog replica types even try to support this - we have test code to 
make it work in tests that is based on an assert to make sure this works in 
tests (that we don't return from the commit until the replicas are up to date 
with the leader) - but from what I've seen, it's not full proof and it wouldn't 
be used outside of tests.
